Rural plant Code of Practice 2024: practical WHS guide

The direct answer is that rural plant safety must cover the whole work system: the machine, attachment, operator, nearby people, terrain, weather and task. Before work starts, confirm the plant is suitable, inspect it, plan traffic and exclusion zones, address guarding and isolation, consult workers and prepare documents that reflect the real job.

The Rural plant Code of Practice 2024 provides practical guidance for Queensland. In other states and territories, its risk-control principles may provide useful orientation, but local WHS or OHS requirements vary. Check current regulator material for the jurisdiction where the work will occur.

What rural plant includes

Rural plant covers much more than tractors. It can include quad bikes, forklifts, harvesters, earthmoving equipment, augers, conveyors, irrigation equipment, silos, powered tools, implements and connected attachments.

Common hazards include:

  • collision or crushing involving mobile plant
  • rollovers on slopes, edges or unstable ground
  • entanglement in power take-off shafts, augers, belts and moving parts
  • cuts and amputations caused by unguarded machinery
  • falls while accessing, operating or maintaining plant
  • electric shock, burns and contact with hot fluids or surfaces
  • unexpected movement caused by hydraulic pressure, gravity or stored energy
  • hazardous noise, vibration and manual tasks
  • fatigue or isolated work affecting decisions and emergency response.

Attachments and modifications can change stability, visibility, braking, operating limits and safe access. A familiar machine can therefore present unfamiliar risks when its task or configuration changes.

What should be sorted before work starts

Confirm that the plant and attachment are suitable for the intended task, load and conditions. Review the manufacturer’s instructions, operating limits and available maintenance or modification information.

Inspect the work area for slopes, soft ground, drop-offs, overhead and underground services, restricted access, public exposure and interaction with other vehicles or plant. Agree on travel paths, exclusion zones, parking areas and communication methods.

Visual and pre-start inspections should occur before rural plant is used. Check for visible damage, wear, leaks, missing guards and problems involving tyres, brakes, steering, controls, restraints, alarms or protective structures. Report and address defects that could affect safe operation.

Consult operators and other affected workers. They often know where visibility is poor, when plant becomes unstable and which routine activities encourage shortcuts. When several businesses share a work area, coordinate the controls and responsibilities between them.

What good controls and documents usually cover

Manage rural plant risks by identifying hazards, assessing the risks, implementing effective controls and reviewing whether those controls work. Apply the hierarchy of control, with elimination considered first and lower-order measures used as part of an effective control combination.

Practical controls may include:

  • suitable plant or a safer work method
  • fixed or interlocked guards over moving parts and power take-off components
  • barriers separating pedestrians from operating plant
  • defined traffic routes and controlled reversing
  • stable loading arrangements and compatible attachments
  • appropriate rollover or falling-object protection and restraints
  • scheduled servicing, inspections and defect reporting
  • isolation before cleaning, adjustment, blockage removal or repair.

An isolation procedure should identify relevant energy sources, prevent unexpected start-up and control stored pressure, suspended components and other residual energy. Lock-out, tag-out and testing form part of an effective isolation process.

Supporting documents commonly include a plant risk assessment, safe work procedure, pre-start record, maintenance register, traffic management plan, isolation procedure, induction material, training records, consultation records and emergency arrangements. They should name or clearly describe the actual plant, work activity and site conditions.

When a SWMS or another site-specific document commonly applies

For plant-related construction work, check whether the activity falls within the high risk construction work rules that apply in the relevant jurisdiction. If a local SWMS trigger applies, the SWMS should be prepared for the specific work and site rather than used as a generic machinery checklist.

A useful SWMS describes the high risk work, associated hazards, controls, responsibilities and how the controls will be implemented and reviewed. It should align with the work sequence and the plant that will actually be present.

Where a SWMS is not called for, another site-specific document may still be appropriate. Depending on the job, that could be a plant risk assessment, traffic plan, lift plan, isolation procedure, emergency arrangement or task-specific safe work procedure.

Practical warning signs

Stop and review the work if:

  • a guard, restraint or safety device is missing, damaged or bypassed
  • plant has an incompatible or improvised attachment
  • people enter an operating zone without effective separation or communication
  • a blockage is cleared while energy remains connected
  • maintenance is overdue or defects keep recurring
  • ground, weather, visibility, load or traffic conditions have changed
  • fatigue, time pressure or isolated work is affecting decisions
  • the paperwork describes different plant, tasks or conditions.

Controls also need review when they are ineffective, workplace changes create new risks, another hazard is identified or consultation shows that improvement is needed.
