Electrical Equipment Safety in the Rural Industry

Electrical equipment used for rural industry work must be selected, installed, used and maintained so it does not expose workers or other people to electrical risks. For builders and tradies, that means checking the property’s electrical conditions before starting, controlling contact with powerlines and damaged equipment, and matching the work documents to the actual task and site.

The Queensland Code covers plug-in and fixed equipment used in rural industry work. Examples include switchboards, wiring, overhead lines, portable tools, pumps, generators and equipment exposed to wet or harsh conditions. Its scope can include construction performed for a rural business on premises where the finished work will be used, such as building a farm shed.

Main electrical hazards in rural work

Rural sites combine electricity with weather, water, dust, corrosive substances, animals, vehicles and ageing infrastructure. Electrical risks can cause shock, electrocution, burns, fire or explosion. A shock can also cause a fall from a ladder, scaffold or elevated work platform.

Common hazards include:

  • damaged extension leads, plugs, power points and portable tools
  • switchboards with broken covers, unclear labels or exposed parts
  • equipment used outdoors or in wet wash-down areas without suitable protection
  • leads exposed to vehicles, sharp edges, crushing or repeated flexing
  • overhead powerlines near sheds, silos, cranes, harvesters, spray equipment or elevated platforms
  • deteriorated poles, wiring, conduits, pumps and fixed machinery
  • combustible dust, vapours or gases around unsuitable electrical equipment
  • safety switches that are missing, faulty or protecting different circuits from those assumed.

What should be sorted before work starts?

Walk the work area with the supervisor, property representative and affected trades. Identify the electricity supply, all relevant switchboards, overhead lines, underground services, isolation points and equipment that could be affected by the job.

Before mobilisation, confirm:

  • what equipment will be brought onto the property and where it will be connected
  • whether work will be wet, outdoors, dusty, corrosive or hard on leads and tools
  • the location of powerlines and the movement range of plant, materials and workers
  • which circuits and equipment have safety-switch protection
  • how damaged equipment will be isolated, labelled and reported
  • who is authorised and competent to inspect, test, isolate or repair equipment
  • emergency arrangements for electric shock, fire and loss of power.

Portable plug-in equipment should be visually checked before use. Fixed equipment also needs a planned examination and maintenance regime suited to its condition and environment. The Code indicates an annual visual examination for fixed equipment, with more frequent attention where dust, contamination or weather increases deterioration.

What good controls and documents usually cover

Good controls start by removing the exposure where reasonably practicable. This may mean using battery-powered or extra-low-voltage equipment, relocating work, isolating and locking out a circuit, or keeping plant and people away from electrical infrastructure.

Engineering controls such as suitable safety switches come before relying only on signs, procedures or PPE. Where specified electrical equipment is used with stated electrical risk factors, the Code addresses safety-switch protection and annual inspection and testing by a competent person.

Site documents commonly record:

  • the electrical hazards and selected controls
  • equipment inspections, testing, servicing and defect actions
  • isolations, lock-out arrangements and permits where used
  • powerline and underground-service locations
  • exclusion areas and plant movement controls
  • consultation, inductions, toolbox talks and task instructions
  • emergency contacts, first aid arrangements and completed corrective actions.

Controls should be reviewed when work changes, equipment is damaged, a safety device trips, workers raise concerns or an inspection identifies a new risk.

When is a SWMS or another site document needed?

Using powered equipment does not by itself decide whether a SWMS is required. For construction work, check whether the task meets a high risk construction work category under the applicable jurisdiction’s current rules. Work on or near energised electrical installations or services is a common reason to make that assessment.

Where a SWMS applies, it should address the actual work sequence, electrical hazards and controls, including isolation, plant clearances, supervision and the response to changed conditions. Other tasks may be covered through a risk assessment, safe work procedure, permit, isolation plan or pre-start record, depending on the work and site arrangements.

Practical warning signs

Stop and escalate the issue if you find burnt plugs, exposed wires, cracked fittings, damaged leads, repeated tripping, tingling from equipment, water near connections, unlabelled isolation points or plant operating close to powerlines. Suspect equipment should be withdrawn from service, clearly labelled and kept disconnected until it is made safe or replaced.
