Plant risks should be managed before anyone starts the machine, moves the vehicle or enters its operating area. On a construction site, that means choosing fit-for-purpose plant, identifying how people could be hurt, setting effective controls, consulting the crew, and checking that operators understand the plan.
Plant is broader than heavy machinery. It includes machinery, equipment, appliances, containers, implements, tools and connected components. On site this can cover excavators, forklifts, cranes, hoists, EWPs, concrete saws, generators, compressors and smaller powered tools.

Main plant hazards on construction sites
The hazard is not only the plant itself. Think about the plant, the task, the people nearby and the work environment together.
Common hazards include:
- crushing, trapping, shearing, cutting and entanglement at moving parts
- mobile plant striking workers, structures or other vehicles
- reversing, blind spots, roll-away and unstable ground
- loads falling, swinging or exceeding safe working limits
- falls while accessing, operating, cleaning or maintaining plant
- electrical energy, stored hydraulic or pneumatic pressure, hot parts and fluids
- noise, vibration, dust, fumes and poor ventilation
- damaged guards, failed warning devices or unreliable emergency stops
- unauthorised use, unsuitable attachments or using plant outside its intended purpose
- rushed work, poor communication, fatigue or plant setting an unsafe work pace.
What to sort before work starts
Start with the actual site and activity, not a generic plant list. Walk the work area with the people who will operate, spot, supervise and work near the plant. Early consultation helps uncover blind spots and gives more opportunity to eliminate or reduce risk.
Before starting, confirm:
- the plant is suitable for the task, load, ground conditions and available space
- manufacturer information, operating limits and required attachments are available
- inspection, service and maintenance status is current
- guards, interlocks, controls, alarms, lights and emergency stops work
- access, exclusion zones, travel paths, delivery points and pedestrian separation are clear
- overhead services, underground services, edges, excavations and structures have been considered
- operators are authorised, competent and given the information, instruction and supervision needed
- shutdown, isolation, emergency and fault-reporting arrangements are understood.
Commissioned or repositioned plant should also be checked to confirm it is stable, secure, accessible and working to its specifications before use.
What good controls and documents usually cover
Use the hierarchy of controls. First ask whether the hazard or plant movement can be eliminated. If it cannot, reduce the risk with stronger controls such as substitution, isolation and engineering controls before relying on procedures or PPE. Examples include physical barriers, fixed or interlocked guards, remote operation, traffic separation, suitable lifting attachments and positive isolation of energy.
Site documents should make those controls usable. Depending on the work, this may include a plant risk assessment, safe work procedure, traffic management plan, lift plan, pre-start checklist, inspection and maintenance records, isolation procedure, emergency arrangements and training or competency records.
The paperwork should match the plant, task and site. It should identify who does what, the operating limits, exclusion zones, communication method, inspection points, fault response and the evidence that controls were checked.
When a SWMS or site-specific document applies
A SWMS is commonly required when plant is used as part of high risk construction work under the rules applying in the relevant jurisdiction. Examples can include work near energised electrical installations, work involving a risk of a person falling more than the prescribed distance, work near traffic corridors, or work around mobile plant where the activity meets a high risk construction work category.
The SWMS should focus on the high risk construction work and the controls used to carry it out. Other plant work may be better covered by a plant risk assessment, safe work procedure, traffic plan, lift plan or permit. Check the current local definitions and site requirements before deciding which document applies.
Practical warning signs
Stop and review the job if:
- people are walking through a plant operating zone
- a spotter cannot maintain clear communication with the operator
- an alarm, guard, interlock or emergency stop is bypassed or faulty
- plant is used with an improvised attachment or outside its rated capacity
- ground conditions, weather, lighting or site layout have changed
- maintenance begins without shutdown and verified isolation
- pre-start checks are copied forward without a physical inspection
- operators and subcontractors give different answers about the agreed controls.
Controls should be maintained and reviewed, especially after an incident, fault, modification, site change or evidence that the current arrangement is not working.
