Moving plant should be planned so people, vehicles and plant do not enter each other's danger areas. Before work starts, sort out the plant, operator, routes, ground conditions, exclusion zones, communication and supervision.

What counts as moving plant?
Moving plant includes plant that travels under its own power or is pushed or pulled by other powered plant. On a construction site this can include excavators, loaders, forklifts, cranes, elevated work platforms, concrete equipment, trucks and light vehicles. Road vehicles entering, moving within, loading or unloading at, and leaving the site can also be part of the risk.
Main hazards to control
Common risks include:
- workers being struck during reversing, slewing, loading or unloading
- workers or vehicles being crushed between plant, structures or stored materials
- pedestrians and plant sharing accessways, gates or work areas
- blind spots, poor lighting, noise and unreliable communication
- roll-over or loss of control on slopes, edges or unsuitable ground
- falling or shifting loads and unsafe attachments
- faulty brakes, steering, hydraulics or warning devices
- contact with overhead or underground services
- dust, noise, stored energy and other hazards during operation or maintenance.
Risk often increases when the programme changes, several subcontractors overlap, deliveries arrive unexpectedly or wet weather alters the ground and travel routes.
What should be sorted before work starts?
The principal contractor, relevant subcontractors, supervisors, operators and affected workers should consult early. Practical planning usually covers:
- which plant is required and whether it is fit for the task, capacity, attachments and conditions
- who will operate or work near it, and how competence and site induction will be checked
- plant-only, restricted-personnel and hazardous zones
- entry and exit points, haul routes, crossings, parking, loading areas and delivery times
- barriers, separation distances, speed controls, signage and lighting
- radio calls, hand signals, spotters and what happens if communication is lost
- ground bearing capacity, gradients, edges, weather and nearby services
- inspection, maintenance, isolation, refuelling and emergency arrangements.
Where possible, physically separate people from plant. A painted line, flashing beacon or reversing alarm may support the system, but it should not be the main control where barriers, dedicated routes or removing pedestrian access are reasonably practicable.
What good controls and documents usually cover
Moving plant controls need to work as one site system. Defined zones should be easy to recognise, communicated to workers and protected against unauthorised entry. Where workers must enter an operating zone, access should be restricted to the people needed for the task, with clear communication and rules for stopping plant.
Useful documents commonly include a plant risk assessment, vehicle management plan, relevant SWMS, site rules, pre-start records, inspection and maintenance records, operator verification records, delivery arrangements and the project's WHS management plan where applicable.
A vehicle management plan can map routes, parking, loading areas, one-way movements, speed limits, access restrictions, pedestrian separation, blind spots and communication methods. It should change as the site layout and work stages change. Controls should also be reviewed when they fail, conditions change, a new hazard appears or workers raise concerns.
When does a SWMS commonly apply?
In NSW, construction work carried out in an area where powered mobile plant moves is high risk construction work, so a SWMS is required. This can affect both the business supplying or operating the plant and another business whose workers enter the moving plant area.
The SWMS should be site-specific and align with the WHS management plan, plant risk assessment, vehicle arrangements and actual sequence of work. Supervisors and workers should be able to recognise the controls on the ground, including zones, barriers, communications and stop-work triggers.
Local requirements vary across Australia, so check current regulator material for the jurisdiction and the work. Where a national Model Code is consulted, treat it as general orientation rather than assuming it is automatically applicable law.
Practical warning signs
Stop and review the setup when:
- workers regularly walk behind reversing plant
- routes or exclusion zones exist on paper but not on site
- operators cannot see the spotter or do not share a signal system
- attachments, loads or ground conditions differ from the plan
- multiple machines work in one area without coordinated movements
- alarms are lost in site noise, barriers have moved or lighting is poor
- plant defects are accepted until the next service
- nobody is clearly responsible for changing the traffic or vehicle plan.
