Managing risks of hazardous chemicals in the workplace

Managing hazardous chemicals well means identifying every chemical that may be used, handled, stored or generated, then putting effective controls in place before anyone is exposed. On a building site, start with the label and safety data sheet (SDS), but also look at the actual task, location, quantity, nearby trades and possible emergencies.

Hazardous chemicals can cause immediate injuries such as burns, poisoning and eye damage, or longer-term harm through repeated exposure. They can enter the body through breathing, skin or eye contact, swallowing or injection. Physical hazards also matter: flammable liquids, gases under pressure, oxidisers and incompatible products can cause fire, explosion, violent reactions or dangerous releases.

Common construction examples include fuels, paints, thinners, adhesives, sealants, concrete treatments, cleaning products, pesticides and compressed gases. Work can also generate hazardous dusts, fumes, vapours and mists, even where there was no labelled container at the start.

Before work starts

A supervisor or contractor should confirm:

  • which chemicals and quantities are needed, including substances generated by the work
  • whether a safer product, ready-to-use mixture or different process can be used
  • that containers are labelled and the current SDS is readily accessible
  • how products will be transported, decanted, stored and separated from incompatible materials
  • what ventilation, isolation, spill control, fire protection and PPE are required
  • who needs instruction, training or closer supervision
  • how waste, empty containers and contaminated materials will be managed
  • what workers should do if exposure, a leak, spill or fire occurs.

The Model Code describes a practical sequence: identify hazards, assess risks where necessary, eliminate risks where reasonably practicable, apply the most effective reasonably practicable controls and review whether they keep working. A risk assessment is often useful, although under the model framework it may not be necessary where the risk and accepted controls are already well understood.

What good controls and documents cover

Higher-order controls should lead the response. Remove an unnecessary chemical or process first. If elimination is not reasonably practicable, consider substitution, isolation and engineering controls such as closed transfer, local exhaust ventilation, wet methods, restricted access, bunding or suitable storage. Administrative controls and PPE then support the stronger measures.

Labels and SDS information can guide safe use, storage, incompatibilities and PPE selection. Apply that information to site conditions: spraying indoors, mixing products, heat, poor ventilation, confined areas or nearby hot work can materially change the risk.

Useful documents commonly include a hazardous chemicals register with accessible SDS, purchasing and approval rules, task risk assessments or procedures, storage and segregation arrangements, emergency instructions, and records of consultation, training, inspections and control reviews. Keep them consistent with each other and with what workers actually do.

When a SWMS or site-specific document applies

For each chemical task, confirm whether it is also high risk construction work and whether the applicable local rules or site arrangements require a SWMS. Chemical use may also interact with confined spaces, demolition, hazardous atmospheres, hot work or other higher-risk activities.

Where a SWMS is required, it should reflect the real work sequence and coordinate chemical controls with the other site hazards. Where a SWMS is not required, a site-specific risk assessment, safe work procedure, permit or task plan may still be useful. Choose the document that makes responsibilities, controls, checks and emergency actions clear without duplicating paperwork.

Warning signs to act on

Stop or review the task when:

  • a container is unlabelled, damaged or being used for another purpose
  • the SDS is missing or does not match the product
  • workers report headaches, dizziness, breathing trouble, skin irritation or eye symptoms
  • dust, fumes, vapours or mists are escaping or collecting
  • ventilation, spill equipment or required PPE is missing or not working
  • incompatible chemicals are together or ignition sources are uncontrolled
  • a product, quantity, process or work area has changed without review
  • workers cannot explain the controls or emergency response.

Treat empty gas cylinders as hazardous because residual contents can remain. Spills, exposure events, near misses, worker concerns and failed controls should prompt action and a review.
