Workplace hazardous chemical labelling means making sure every chemical container can be identified and workers can see its hazards and precautions before using it. On a construction site, keep original supplier labels intact, correctly label decanted containers, identify hazardous chemicals in pipework and isolate any unknown or unlabelled substance.
Labels help workers recognise chemical hazards and take appropriate steps to eliminate or minimise risk. They are especially important when products move between the site compound, vehicles, storage cabinets and active work areas.

What are the main hazards?
Construction chemicals include fuels, adhesives, sealants, paints, thinners, cleaning agents, concrete treatments, compressed gases and hazardous waste. Depending on the product and task, the risks may include:
- fire, explosion or dangerous reactions
- poisoning from inhalation, swallowing or skin absorption
- chemical burns and serious eye damage
- skin, eye or respiratory irritation
- sensitisation, dizziness or drowsiness
- chronic illness from repeated or long-term exposure
- gas-cylinder or pressurised-system hazards
- environmental harm from spills or incorrect disposal.
Chemical labels use elements such as product identifiers, signal words, hazard statements, precautionary statements and pictograms. A workplace label may also need manufacturer or importer details, ingredient disclosures, emergency information and an expiry date where applicable.
What should be sorted before work starts?
Before bringing or using chemicals on site, confirm:
- which products will be used and whether a safer product or method is reasonably available
- that containers have readable, firmly attached labels matching the product
- that current safety data sheets (SDSs) are accessible to workers
- where chemicals will be stored, transferred, mixed and used
- whether incompatible products require separation
- what ventilation, spill containment, fire protection and emergency equipment are needed
- who needs information, instruction or task-specific training
- how waste, empty containers and contaminated materials will be identified and managed.
Supervisors should also check subcontractor-supplied chemicals rather than assuming every container arriving in a ute or toolbox is ready for workplace use.
A person conducting a business or undertaking that uses, handles or stores hazardous chemicals must ensure the chemicals are correctly labelled. This includes chemicals manufactured at the workplace or transferred or decanted from their original containers, subject to limited immediate-use arrangements.
What do good controls and documents usually cover?
Good chemical management connects the label to the way work is actually performed. Controls may include substitution, enclosed transfer systems, local exhaust ventilation, segregation, bunding, ignition controls, secure storage, restricted access, safe dispensing equipment and suitable personal protective equipment.
Common supporting documents and records include:
- a hazardous chemical register
- current SDSs
- chemical or task risk assessments
- storage and segregation arrangements
- operating or handling procedures
- spill and emergency response instructions
- training, consultation and inspection records
- waste identification and disposal records.
Hazardous chemicals in pipework should also be identified by a label, sign or another suitable method on or near the pipework. The identification should communicate the chemical’s identity, hazards and necessary precautions.
Special rules or reduced labelling arrangements can apply to situations such as small containers, research samples, decanted chemicals, hazardous waste and some consumer products. Do not improvise a shortened label without first checking the applicable regulator requirements and the product SDS.
When does a SWMS apply?
Using a hazardous chemical does not by itself mean every task needs a safe work method statement. A SWMS commonly applies when the chemical work forms part of high risk construction work under the applicable jurisdiction—for example, work involving a confined space or certain hazardous atmospheres. A principal contractor may also set additional site-documentation requirements.
Where a SWMS is not required, the work may still need a chemical risk assessment, SDS-based controls, a task procedure, emergency arrangements or a site-specific pre-start briefing. These documents should agree with the label and the actual conditions on site.
Practical warning signs
Stop and sort the issue out if you find:
- chemicals in drink bottles or other unsuitable containers
- missing, damaged, faded or unreadable labels
- a handwritten product name with no hazard information
- labels that do not match the SDS or container contents
- transferred chemicals left unidentified
- unknown chemical waste mixed in an unmarked drum
- workers relying only on colour, smell or memory
- old labels remaining after a container is reused.
An incorrectly labelled hazardous chemical should not be used. Isolate it until it is properly identified and labelled. If its identity is unknown, clearly mark it as an unknown substance and prevent use while identification or suitable disposal is arranged.
Labels should also be reviewed when a chemical’s hazard classification changes. Keeping label information aligned with updated SDS information helps prevent outdated precautions remaining in use.
