Bulk storage silos and bins need to be selected, installed, operated and maintained as one safety system. The practical priorities are to prevent collapse, falls, engulfment, confined-space exposure, dust fires or explosions, contact with plant and electrical hazards. Start with a fit-for-purpose design, a suitable location, manufacturer limits, controlled access and a planned emergency response.

This guide is particularly relevant to builders, installers, maintenance contractors, supervisors and tradies working on or around agricultural silos and bins. The current NSW Code covers agricultural storage for unpackaged products such as grain, fertiliser and stock feed; it does not cover large horizontal bunkers and sheds.
Main hazards around silos and bins
A silo may look static, but loading, discharge, pressure, stored material and connected equipment can create changing conditions. Key hazards include:
- structural failure from overloading, uneven settlement, vehicle impact, corrosion, unauthorised modification, vacuum or pressure
- falls from ladders, roofs, platforms, hatches and temporary access equipment
- engulfment, entrapment or asphyxiation when material flows, bridges or collapses
- hazardous atmospheres, fumigants, mould, toxic gases and airborne dust
- fire or explosion from combustible dust and ignition sources
- augers, conveyors and other plant that can crush, draw in or entangle
- overhead or underground electrical services, mobile plant and vehicle movements.
What should be sorted before work starts
Confirm who controls the site, the plant and the work, then consult workers, subcontractors, the owner, manufacturer, designer and other duty holders. Everyone should understand the work sequence, interfaces and stop-work triggers.
Before purchasing, relocating, installing or modifying a silo or bin, confirm:
- the commodity, bulk density, flow behaviour, corrosion risk and intended storage period
- capacity, loading and unloading rates, foundations, supports and manufacturer instructions
- level, well-drained ground; safe vehicle and pedestrian access; and separation from powerlines and services
- safe access for inspection and maintenance without unnecessary entry or work at height
- isolation points, guarding, ventilation, monitoring, restricted access and emergency arrangements
- who is competent and authorised to inspect, operate, maintain or enter the equipment.
Structural changes should be referred to the manufacturer, supplier or an appropriately qualified engineer, with modification records retained for the life of the silo or bin.
What good controls and documents usually cover
Controls should favour eliminating the exposure—for example, designing sampling, inspection and maintenance so people do not enter the silo or climb it. Where access remains necessary, use engineered access, guarding, isolation, exclusion zones and controlled systems of work before relying on PPE.
Useful documents commonly include the manufacturer's information, design and engineering records, installation or commissioning checks, inspection and maintenance records, plant risk assessments, isolation procedures, traffic arrangements, training records, emergency and rescue plans, and permits where required.
Silos and bins are treated as confined spaces in the NSW Code. Entry calls for a competent-person risk assessment and written entry permit, authorised entrants, isolation of connected plant and services, atmospheric controls, communication, a trained standby person and workable rescue arrangements. Do not treat a last-minute rescue idea as an emergency plan.
A SWMS commonly applies when silo installation, alteration, repair or demolition includes high risk construction work—for example work involving a confined space, a fall risk over the applicable trigger, temporary structural support, energised services or powered mobile plant. The SWMS should match the actual task, site, sequence and controls. Separate site-specific documents may also be needed for confined-space entry, isolation, lifting, hot work, traffic management or emergency response.
Practical warning signs
Stop and reassess if you find damaged legs or bracing, corrosion, cracking or settlement, bulging panels, blocked vents, faulty pressure relief, unknown stored material, bridged product, missing guards, uncontrolled vehicle access, unsuitable ladders, missing confined-space signs, no isolation point, no atmospheric test plan or a rescue plan that depends on untrained people entering.
Daily pre-operational checks should occur before filling, emptying, climbing or otherwise using the silo or bin, with loads and operating rates kept within manufacturer or supplier specifications.

Local requirements vary, so check the current material from the regulator in the jurisdiction where the work is carried out. A national Model Code is useful for general orientation but is not automatically the law in every state or territory.
