Lead Safety in Construction: A Practical Guide

Lead work should be planned before anyone sands, cuts, grinds, heats or removes a suspect material. The practical priority is to identify where lead may be present, prevent dust and fumes from reaching people, contain contamination and arrange any required health monitoring or site-specific documents.

Where lead hazards arise

Lead may be found in older painted surfaces, coatings on structural metal, flashing, solder, pipes, batteries and some specialist products. Exposure can increase when these materials are disturbed through:

  • dry sanding, grinding, cutting or abrasive blasting
  • burning, welding or other hot work on coated metal
  • demolition and refurbishment
  • melting, casting or handling lead products
  • cleaning contaminated surfaces, tools, clothing or waste.

Lead can be inhaled as dust, fumes or mist. It can also be swallowed when contaminated hands, food, drinks, cigarettes, tools or surfaces transfer lead to the mouth. Excessive exposure can cause immediate and long-term health effects, including harm to the kidneys, nerves and brain. A developing unborn child is particularly vulnerable.

What to sort out before work starts

Start by confirming whether the material contains lead. Review building records, product information, safety data sheets and previous survey results. Where the answer remains uncertain, arrange suitable testing before disturbing the material.

The supervisor and contractors should then agree on:

  • the task, work area and people who could be exposed
  • how dust, fumes and contaminated waste will be contained
  • the tools, extraction, cleaning equipment and PPE required
  • washing, changing and eating arrangements
  • worker information, training and supervision
  • whether the activity is a defined lead process or lead-risk work locally
  • how controls will be checked throughout the job.

Consult the workers doing the task. Their knowledge of access, tools, work sequence and likely failures can materially improve the controls.

What good controls usually cover

Use the hierarchy of control. Eliminate the lead hazard where reasonably practicable. If elimination is not available, consider a safer material or method, isolate the work, and use engineering controls such as enclosure, local exhaust ventilation or suitable on-tool extraction. Administrative controls and PPE support these measures but should not be the main response where stronger controls are practicable.

A sound work method will usually address restricted access, signs, containment, decontamination, respirator selection and fit, protective clothing, waste handling and emergency arrangements.

Cleaning matters. Dry sweeping or compressed air can put settled lead back into the breathing zone and spread contamination. Appropriate methods can include wet wiping, wet mopping and a hazardous-dust vacuum suited to the task. Contaminated clothing should be controlled so lead is not carried into vehicles, homes or shared facilities.

Useful documents may include a task risk assessment, lead management or control plan, hazardous-substance records, training records, inspection records, health-monitoring arrangements and a site-specific SWMS where required.

When a SWMS or health monitoring may apply

A SWMS commonly applies when the lead-related task is also high risk construction work under the requirements applying to that site and jurisdiction. Examples may include certain demolition, work involving structural alterations, confined spaces or work with a risk of falling. The SWMS should reflect the actual task, materials, plant, sequence, interfaces and controls rather than being a generic lead checklist.

Lead work that does not require a SWMS still needs suitable risk controls and supporting records. In Victoria, a lead process must be assessed to determine whether it is lead-risk work. Where lead-risk work is identified, prescribed health monitoring includes medical examination and biological monitoring, with monitoring arranged before exposed workers start.

Practical warning signs

Stop and review the job if you see:

  • suspect coating being disturbed without identification or testing
  • visible dust escaping the work area
  • dry sweeping or uncontrolled use of power tools
  • workers eating, drinking or smoking in a contaminated area
  • respirators being shared, poorly fitted or used without training
  • contaminated clothing entering vehicles or homes
  • changed conditions that are not reflected in the controls or SWMS.
