Construction waste should be identified, separated, contained, collected and transported under a planned system. Before work starts, confirm what waste will be generated, where it will be stored, who will handle it, which vehicles or plant will be used and where each waste stream can lawfully go.
For NSW workplaces, the SafeWork NSW Collection and transport of waste Code of Practice covers domestic, commercial and industrial waste collection, including skip-bin waste. Builders and subcontractors should pay particular attention when site waste is collected, loaded, transported or unloaded using trucks, bins, lifting equipment or mobile plant.
Main hazards
Waste work can combine several hazards in one activity:
- workers, visitors or members of the public being struck by vehicles or mobile plant
- reversing, blind spots, restricted site access and poor separation of pedestrians
- strains from lifting, dragging, sorting or repeatedly handling bins and bulky materials
- cuts, punctures and infection from broken glass, nails, sharps or biological waste
- exposure to asbestos, silica-containing debris, chemicals, contaminated materials or leaking containers
- fires, explosions and toxic smoke from hot loads, flammable substances or lithium-ion batteries
- contact with overhead powerlines while lifting or tipping bins
- falls while accessing vehicles, loads or unstable waste piles
- noise, dust, fatigue, weather, violence or aggression.
SafeWork NSW identifies moving vehicles, inadequate communication, poor traffic management and hazardous manual tasks among the common causes of harm in waste collection and transport. It also highlights the danger of hot loads caused by batteries, chemicals, combustible waste, fuels and flammable liquids.
Sort out the job before work starts
Planning should begin with a simple waste profile. Identify expected materials, likely quantities and anything requiring isolation, specialist handling or a separate disposal pathway. Never rely on workers discovering asbestos, chemicals, batteries or sharps only after a bin has been loaded.
Confirm:
- bin and stockpile locations, capacity and stability
- safe vehicle access, turning, loading, tipping and departure routes
- separation between plant, workers, customers and the public
- overhead services, slopes, soft ground, tight gates and other access hazards
- collection timing, site contacts and communication methods
- the receiving facility and any prohibited materials
- arrangements for spills, fires, rejected loads and unexpected contamination
- worker competency, supervision, PPE and hygiene facilities.
Route and access planning should consider traffic, roadworks, school zones, weather, obstructions and changing site conditions. Consultation with workers, subcontractors, waste contractors and the receiving facility helps identify practical problems before a truck arrives.
What good controls and documents usually cover
Good controls start with eliminating unnecessary handling and separating people from vehicles. Use suitable bins, mechanical lifting aids, designated loading areas, barriers, one-way movements and scheduled collections where practicable. Cameras, mirrors, sensors, alarms and high-visibility clothing can support the main controls.
Site arrangements are commonly recorded through documents such as:
- a project WHS management plan or site safety plan
- a waste management plan or waste procedure
- traffic and pedestrian management arrangements
- vehicle, plant and bin pre-start inspections
- collection run sheets and site access instructions
- hazardous chemical information and spill procedures
- asbestos and unexpected-contamination procedures
- emergency, incident and communication procedures
- induction, training, consultation, maintenance and disposal records.
Lithium-ion batteries should be kept out of general waste and recycling streams because incorrect disposal can cause fires and explosions during collection, transport and processing. Suspected asbestos also requires immediate control: contaminated waste can spread asbestos to vehicles, equipment and other material.
At unloading sites, coordinate with the facility operator. Traffic plans, controlled entry, clear travel paths, lighting, communication protocols and processes for prohibited or hot loads are practical controls recognised by SafeWork NSW.
When a SWMS or site-specific document may apply
Waste collection does not automatically require a SWMS. Check whether the activity forms part of high risk construction work under the requirements applying in your jurisdiction. Examples may include demolition, work near energised electrical services, work in an area with moving powered mobile plant or work beside an active traffic corridor.
Where a SWMS applies, it should reflect the actual site, task sequence, hazards and controls. Other work may be better managed through a site-specific risk assessment, safe work procedure, traffic plan, lift plan, waste plan or collection instruction. Review the documents when the waste stream, access route, plant, contractor or site conditions change.
Warning signs to act on
Stop and review the arrangements if bins are overflowing, mixed waste is unidentified, people are walking through reversing zones, a driver cannot see the loading area, loads are unsecured, containers are leaking, batteries or gas cylinders are found in general waste, dust is uncontrolled or workers are improvising lifting and tipping methods.
Repeated near misses, damaged bins, missed inspections and disposal facilities rejecting loads are also signs that the system needs attention.
