The practical answer is to identify what could hurt people, involve the workers and contractors who understand the job, remove hazards where reasonably practicable, control the remaining risks and check that those controls keep working. On a construction site, this should happen before work starts and continue as the job, crew and conditions change.

Start with the hazards that matter
Construction work can expose workers and others to several hazards at once. Common examples include:
- falls from roofs, scaffolds, ladders, penetrations and incomplete edges
- moving plant, vehicles, suspended loads and mobile equipment
- electricity, temporary power and underground or overhead services
- silica dust, asbestos, hazardous chemicals, fumes and other airborne contaminants
- excavation collapse, confined spaces and unstable structures
- hazardous manual tasks, repetitive work, awkward positions and vibration
- noise, heat, UV exposure, poor access, slips and housekeeping problems
- fatigue, high job demands, bullying, violence and other psychosocial hazards.
A hazard can cause physical or psychological harm. Look at the work environment, plant and materials, each task, the way work is organised and how different trades interact.
What should be sorted before work starts?
Good risk management begins during planning, when hazards can often be designed out or prevented more effectively.
Before mobilisation or the start of a new activity, the builder, subcontractor and relevant supervisors should usually confirm:
- the work scope, sequence and expected site conditions
- who controls each area, activity, item of plant and shared risk
- the workers involved and their skills, training, supervision and communication needs
- applicable drawings, manufacturer instructions, safety data sheets and site rules
- access, deliveries, storage, exclusion zones, emergency arrangements and amenities
- required permits, inspections, monitoring and task-specific documents
- how workers and other duty holders will be consulted.
Do not assume another contractor has handled a shared safety issue. Where several businesses work together, they should exchange relevant information, clarify responsibilities and coordinate controls.
What good controls and documents usually cover
The preferred approach is to eliminate the hazard. If elimination is not reasonably practicable, minimise the risk using the most effective controls reasonably practicable. Higher-order measures—such as substitution, isolation and engineering controls—are generally more reliable than procedures, signs or personal protective equipment alone. Several controls may be needed together.
Site documents should reflect the actual work rather than generic wording. Depending on the job, the document set may include a WHS management plan, risk register, SWMS, safe work procedure, plant inspection, hazardous chemical register, emergency plan, training record, toolbox record or permit.
Useful documents normally identify the hazards, selected controls, responsible people, implementation steps, consultation, training, monitoring and review arrangements. Records help show how decisions were made and provide evidence that controls, consultation and training occurred.
Documents should also be accessible to the people expected to use them. Supervisors should explain the controls, confirm workers understand them and check that the documented method matches site conditions.
When does a SWMS or site-specific document apply?
A safe work method statement is commonly required for high risk construction work. It should address the particular work, hazards and controls and be understood by the workers carrying out the activity. Check the definition and requirements applying in the relevant jurisdiction before work begins.
Other work may need a site-specific risk assessment, procedure, permit, lift plan, traffic plan, isolation plan or emergency arrangement because of the site, client rules or the nature of the hazard. A formal risk assessment is especially useful where the outcome is uncertain, hazards interact, conditions have changed or specialist measurement is needed.
Warning signs that risk management is slipping
Pause and review the work when:
- the crew is improvising around a document that does not match the task
- access, weather, plant, materials, sequence or personnel have changed
- controls are missing, damaged, bypassed or difficult to use
- workers raise concerns, report near misses or give conflicting accounts of the method
- different trades have overlapping work areas without clear coordination
- PPE is being treated as the only control for a risk that could be reduced at its source
- inspections, training, consultation or corrective actions cannot be evidenced.
Controls should be reviewed regularly and when they are ineffective, a new hazard appears, workplace changes create a different risk, consultation shows a review is needed or a health and safety representative requests one.
