Cane Rail Safety: Practical Guide for Queensland Worksites

Cane rail work needs a planned safety system, clear control of train movements and site-specific coordination before anyone enters or works near the track. The priority is to prevent contact with rolling stock, control plant and people at rail interfaces, confirm infrastructure is fit for use, and make sure workers understand the authority, communications and emergency arrangements for the job.

This guide focuses on Queensland cane rail operations. Local requirements vary, so check current regulator material and the requirements of the rail owner, mill, principal contractor and relevant road or electricity authority before work starts. National model codes can provide general orientation, but they are not automatically applicable law.

What the 2024 supplement covers

Queensland's Cane rail safety supplement forms part of the Sugar mill safety Code of Practice 2024. It addresses train operations, track and civil infrastructure, sidings and delivery points, and rolling stock. Its scope includes cane railway managers, workers and operators, but excludes cane growing and harvesting and sugar manufacturing inside mill premises.

Main hazards around cane rail work

Common hazards include:

  • train-to-train contact and trains striking workers, vehicles, mobile plant, equipment, animals or the public
  • shunting, uncontrolled movement, runaways, coupling failure and unsuitable loading or braking capacity
  • derailment and recovery work on unstable, restricted or difficult terrain
  • workers entering the track danger area without effective authority or protection
  • damaged track, points, bridges, culverts, crossings, signals or warning systems
  • overhead and underground electrical services around cranes, excavators or long materials
  • poor visibility caused by crops, curves, dust, darkness or weather
  • fatigue, impairment, heat, ultraviolet exposure, noise, slips, trips, moving parts and manual handling.

What should be sorted before work starts

Confirm who controls the rail corridor, who can authorise access or train movements, and how the workgroup will communicate with the traffic office or rail controller. Agree on the work limits, the method for separating trains and people, and the response if radio, GPS, signalling or power fails.

Good preparation usually includes:

  • inspecting the work area, access, crossings, sidings, ground, drainage and nearby services
  • checking current track, bridge, culvert, plant and rolling stock restrictions
  • confirming roles between the rail owner, mill, principal contractor, harvesters and road users
  • verifying induction, task competency, supervision and fitness for duty
  • planning isolations, barriers, spotters, traffic control, lighting and safe access
  • preparing for derailment, fire, medical events, severe weather, flooding and electrical contact
  • consulting workers and recording changes that could introduce new risk.

Railway owners should support a current hazard register with a safety management plan covering network rules, governance, competence and management of change. Inspection schedules should allocate responsibility, reflect risk and operating conditions, and support confirmation that branch lines are fit for service before seasonal operations. Locomotive drivers should have current verification of competency for each class they operate.

What good controls and documents usually cover

Effective arrangements connect physical controls with operating information. Depending on the work, this may include a safety management plan, hazard and asset registers, inspection and maintenance records, route maps, movement authorities, radio protocols, track protection arrangements, pre-start checks, traffic management, emergency procedures and incident records.

Train movement systems should use documented movement records, reliable separation controls and recorded operational voice communications. Workers responsible for safe train operation need training and competency assessment in the control system, with a workable backup when electronic systems fail.

For track or recovery work, controls should also address lifting, exclusion zones, public access, unstable ground, electrical clearances and changing weather. Stop and reassess when the site, equipment, train plan or work method changes.

When a SWMS or site-specific document commonly applies

In Queensland, a SWMS is required when construction work meets a prescribed high risk construction work category. Depending on the task, a prescribed category may cover work near energised electrical installations, in an area where powered mobile plant is moving, on structural work requiring temporary support to prevent collapse, in an excavation that meets the prescribed trigger, or where the specified fall-risk trigger applies. Not every excavation requires a SWMS. Confirm the category against the actual task and current requirements for the jurisdiction.

Other tasks may use an approved safe work procedure, permit, rail protection plan, traffic management plan, lift plan, isolation record or task risk assessment. For rolling stock recovery, the supplement recommends a documented pre-work JHA or similar assessment involving the recovery workgroup before recovery starts. Site documents should align with the rail operator's system and be communicated during the pre-start or induction.

Practical warning signs

Pause the job if movement authority is unclear, communications are unreliable, people can enter the track area unexpectedly, inspection records or restrictions cannot be confirmed, or crossing protection is damaged. Also watch for obstructed sight lines, debris at sidings, flood or washout damage, improvised recovery, changed plant positions, unmarked electrical hazards, fatigue or an unassessed last-minute change.
