Asbestos Removal in SA: Air Monitoring and Site Controls

For asbestos removal in South Australia, decide before work starts whether air monitoring is appropriate, who will arrange it, where samples will be taken, how results will be communicated and what will happen if conditions change. Air monitoring should support the removal controls and handover process, not be treated as a substitute for preventing fibre release.

Why air monitoring matters

Asbestos removal can release fine airborne fibres that are not reliably detected by sight or smell. People doing the work may be exposed, while fibres can also spread to other tradies, occupants, neighbouring areas, vehicles, tools and clean facilities.

The South Australian Code says workplace exposure to airborne asbestos must be eliminated so far as is reasonably practicable, or otherwise minimised so far as is reasonably practicable. It also identifies air monitoring, where appropriate, among the duties associated with licensed removal work.

Depending on the job, monitoring may be used to establish background conditions, check controls during removal or support clearance and reoccupation decisions. The monitoring plan should identify the purpose, sampling locations, timing, competent person, reporting path and action response. Higher-risk or friable work commonly needs specialist input and carefully managed independence.

What to sort out before work starts

Do not begin with an improvised removal method. Confirm:

  • what material is present, where it is, its condition and whether it is friable or non-friable
  • the asbestos register, survey information and any sampling limitations
  • whether a licensed removalist or licensed asbestos assessor is needed
  • who controls the work area and who can stop the job
  • the removal method, boundaries, access controls, signage and isolation arrangements
  • air-monitoring and clearance requirements, including who receives the results
  • decontamination, waste containment, transport and disposal arrangements
  • consultation with workers, subcontractors, the principal contractor, occupants and other affected parties
  • emergency arrangements for damaged material, enclosure failure or an unexpected result.

Licence requirements depend on the type and quantity of asbestos, asbestos-containing material or associated dust. Confirm the correct authorisation for the actual scope rather than relying on a verbal description or an old quotation.

Controls and documents that should work together

A good asbestos removal control plan describes the material, responsibilities, work sequence, boundaries, isolation, consultation, emergency arrangements and other hazards. For licensed work, the Code identifies preparation of an asbestos removal control plan among the removalist's duties.

Where asbestos removal forms part of high risk construction work, a site-specific SWMS commonly applies and should be prepared before that construction work starts. It should match the real work method, people, plant and site interfaces. Supporting records may include training and competency evidence, licence checks, notifications, respirator fit-testing records, equipment inspections, air-monitoring reports, waste records and clearance documentation.

Physical controls may include controlled wet methods, suitable tools, asbestos-rated vacuum equipment, enclosures or negative-pressure arrangements where required, restricted access and careful sequencing. PPE and respiratory protective equipment must suit the work, fit the wearer and remain properly used, maintained and stored. The Code states that PPE must be worn during work in the asbestos removal area.

Personal, tool and equipment decontamination must be planned before anyone enters the removal area. The Code calls for personal decontamination whenever a worker leaves the area and at completion. Waste must remain contained, labelled, securely stored and sent through the appropriate disposal pathway.

Warning signs to act on

Stop, isolate the area and reassess if:

  • the material differs from the survey or register
  • damaged or friable material is discovered unexpectedly
  • dry cutting, uncontrolled breakage or visible dust occurs
  • barriers, an enclosure or negative pressure fail
  • monitoring was expected but has not been arranged
  • a result is unexpected, delayed or has no agreed response
  • workers cannot decontaminate correctly
  • contaminated tools, clothing or waste are entering clean areas
  • another contractor enters the exclusion zone or changes site conditions.

Record what happened, consult the relevant competent people and update the controls and documents before restarting.
