If asbestos or suspected asbestos-containing material (ACM) could be disturbed, stop and sort it out before work begins. Confirm its location and condition, check the asbestos register and management plan, involve a competent person where needed, and decide whether the material must be removed or can be safely managed in place.
Do not drill, cut, sand, grind, break or pressure-clean uncertain material while its status and controls remain unresolved.

Why asbestos needs early attention
Asbestos becomes particularly dangerous when fibres become airborne and are inhaled. Disturbing ACM can contribute to serious diseases including mesothelioma, asbestosis and lung cancer.
Common construction hazards include:
- damaged, weathered or friable material that can release fibres easily
- cutting, drilling, sanding, grinding or breaking suspected sheeting, linings or insulation
- demolition or refurbishment that opens previously inaccessible areas
- contaminated dust spreading through tools, clothing, vehicles or poor clean-up
- old gaskets, switchboard components, vinyl products, eaves, wall linings and roofing
- imported products, recycled materials or older plant containing unexpected ACM.
Extra caution is sensible in buildings constructed before 1990. Newer sites can still contain reused materials, stockpiled products or older plant and equipment.
What to sort out before work starts
Start with the actual work area and proposed method, rather than relying on a general site induction.
Before mobilisation or disturbance:
- obtain and review the workplace asbestos register and asbestos management plan
- compare the register with the exact walls, ceilings, services, plant or ground that will be affected
- check whether the scope reaches cavities or other areas that were inaccessible during earlier inspections
- arrange identification by a competent person where required
- if material cannot be confirmed, treat it as asbestos or arrange appropriate sampling and analysis
- consult the client, principal contractor, workers and other duty holders about the work sequence and controls
- confirm any removal, notification, waste, air-monitoring and clearance requirements with the local regulator
- brief workers on the exclusion area, emergency response and stop-work triggers.
An asbestos register records identified or assumed ACM, including its location, type and condition. It should be current and readily accessible to the people planning or carrying out work. Where asbestos is present or assumed, the asbestos management plan explains how it will be managed.
For demolition or refurbishment, the normal workplace register may not describe every concealed area. The proposed scope should be checked against the register, and asbestos likely to be disturbed should be identified and, so far as reasonably practicable, removed before work starts.
What good controls and documents usually cover
The preferred approach is to eliminate exposure by removing the hazard where appropriate. Other higher-order controls may include enclosure, encapsulation, sealing, isolation and methods that prevent fibre release. Administrative controls and PPE support these measures and require suitable selection, training, supervision and maintenance.
Site documentation commonly addresses:
- the work scope, ACM locations and responsible people
- isolation, access control, signs and communication
- the selected work method and dust-control arrangements
- tools, PPE and respiratory protection requirements
- decontamination, cleaning and asbestos-waste handling
- air monitoring or clearance arrangements where applicable
- worker consultation, information, training and supervision
- incident, unexpected-find and emergency procedures
- inspections, approvals, records and evidence of completed actions.
The documents should reflect the real site, materials and work sequence. A generic procedure that conflicts with the planned tools or access arrangements is a warning sign that the job needs further review.
When a SWMS or another site document applies
A safe work method statement (SWMS) commonly applies when the asbestos-related construction activity is high risk construction work under the applicable jurisdiction. Demolition and work likely to disturb asbestos are common triggers to check.
The SWMS should address the actual task, hazards, controls and implementation arrangements. Depending on the job, it may sit alongside the asbestos register, asbestos management plan, removal control plan, safe work procedure, demolition plan, emergency procedure, permits and clearance records. Confirm the required combination before starting.
Practical warning signs
Pause and escalate the work if:
- an older site has no accessible asbestos information
- material described only as βfibroβ has not been confirmed
- the register does not cover the area being opened
- the scope changes after the controls were planned
- ACM is damaged, dusty or deteriorating
- unapproved power tools or pressure cleaning are proposed
- workers have not been briefed on boundaries and stop-work actions
- debris, waste or contaminated equipment can leave the controlled area.
