WorkSafe Tasmania has issued a safety alert for temporary work platforms at mines and high-risk processing facilities. The alert reinforces the need to control falls from platforms, grid-mesh flooring, removable sections, penetrations, openings and unprotected edges.
This is an assurance task, not simply a reminder to have a SWMS on file.
Immediate checks
Operators and facility managers should verify that:
- every temporary platform is properly designed, engineered, constructed and installed for its intended use;
- load ratings, supports, fixings, edge protection and access arrangements are known and suitable;
- damaged or unsafe platforms and gratings are removed from service;
- removed flooring, penetrations and temporary changes cannot leave an uncontrolled opening;
- a competent person inspects the work area before work starts;
- contractors understand who controls design, installation, inspection and changes;
- communication, supervision and lighting remain effective throughout the work;
- workers using fall restraint or fall arrest are trained and competent; and
- rescue arrangements are established, tested and audited.
Documents and evidence
Review the platform register, engineering/design records, load-rating information, inspection records, opening/penetration controls, contractor coordination plan, lighting assessment, fall-protection competence and rescue drill records.
Task-specific risk assessments and SWMS should match the actual platform configuration and work method. If flooring or a platform changes, the documents and controls should be reviewed before work resumes.
The alert supplements existing WHS duties and the current falls framework; it should not be described as creating a separate new duty. The key question is whether the operator can demonstrate that the physical platform, work method and rescue system are safe and verified in practice.
