Work on Roofs of Commercial and Industrial Buildings

Work on a commercial or industrial roof should not begin until the roof, access route, fall hazards and required controls have been assessed for the actual site. Workers need a safe way onto, across and off the roof, with clear arrangements for fragile areas, edges, weather, equipment and emergencies.

Main roof-work hazards

Falls remain the most obvious risk, but they are not the only concern. Common hazards include:

  • unprotected edges, openings, penetrations and voids
  • brittle, damaged or fragile roofing and skylights
  • slippery, sloping or deteriorated surfaces
  • falling tools, materials and debris
  • electrical services, solar installations and rooftop plant
  • asbestos-containing roof materials
  • hazardous manual tasks involving sheets, tools and equipment
  • wind, rain, heat, glare and other environmental conditions
  • radiofrequency sources and isolated work.

Commercial roofs may also contain gardens, glazed areas, plant rooms, car parks and façade-access systems. Industrial roofs can appear trafficable while concealing weakened sheets or structural elements. Never assume a roof will support workers and their equipment simply because it looks sound from below.

What to sort out before work starts

Start by confirming the work area, roof condition, access needs, task sequence and everyone who could be affected. Obtain available roof plans, maintenance information and details of existing access or fall-protection systems.

A competent person may need to assess whether the roof is trafficable and capable of supporting workers, tools and expected loads. Skylights, brittle sheets, penetrations and other no-go areas should be identified before access.

Planning should also settle:

  • how workers and materials will reach the work area
  • what prevents falls at edges and through the roof
  • how people below will be protected from falling objects
  • weather limits and stop-work triggers
  • coordination with the principal contractor, occupier and other trades
  • equipment inspections and worker competency
  • emergency communication, first aid and rescue arrangements.

Consult the workers doing the job. Their knowledge can expose practical problems with access, sequencing or equipment. Consultation should continue when the scope, conditions or controls change.

What good controls and documents usually cover

First consider whether roof access can be eliminated or reduced. Work might be completed from the ground, from a suitable work platform or through design and prefabrication.

Where access is necessary, higher-order controls commonly include permanent stairs and walkways, scaffolding, guardrails, temporary edge protection, secured covers and roof safety mesh. Harness-based systems and barricaded no-go areas require careful design, inspection, training and supervision. They should not be treated as convenient substitutes for reasonably practicable physical fall prevention.

For frequent or regular access, permanent access and fall-prevention measures are usually more appropriate than repeatedly setting up temporary systems. Controls must suit the roof’s design, intended use, access frequency and changing rooftop installations.

The site documents may include:

  • a task-specific SWMS
  • a roof-access or fall-prevention procedure
  • a site risk assessment or permit
  • equipment inspection and maintenance records
  • inductions, pre-starts and toolbox records
  • an emergency and rescue plan
  • a WHS management plan where applicable.

These documents should reflect the equipment, sequence and responsibilities workers will actually follow—not a generic method copied from another job.

When a SWMS commonly applies

A SWMS is commonly required when roof work is construction work that meets a high risk construction work category, including work involving a risk of a person falling more than two metres. Other categories may apply because of asbestos, structural alterations, energised services, mobile plant or the work environment.

The SWMS should be prepared before the high risk construction work starts and describe the work, hazards, control measures and how those controls will be implemented, monitored and reviewed. Where the work forms part of a construction project, the principal contractor also has responsibilities concerning the WHS management plan and relevant SWMS.

For maintenance or other roof tasks outside those categories, a site-specific risk assessment, access procedure, permit or rescue plan may still be appropriate.

Local requirements vary across Australia. Check current regulator material for the jurisdiction where the work will occur. A national Model Code is useful general orientation but is not automatically applicable law in every jurisdiction.

Practical warning signs

Stop and reassess if:

  • roof strength or fragile areas have not been confirmed
  • workers can reach an unprotected edge or opening
  • ladders, anchors, walkways or mesh have not been checked
  • the SWMS names different equipment or sequencing from the job
  • materials are being carried across unsafe surfaces
  • weather is affecting grip, balance or sheet stability
  • the area below is not isolated
  • a suspended worker could not be rescued promptly
  • new plant, penetrations or trades change the risk.
