Sawmilling industry WHS guide

Safe sawmilling starts with separating people from moving plant, logs, timber and dangerous machine parts. Before work begins, the business should understand the job, consult the people doing it, choose higher-order controls, confirm plant is safe and set clear rules for traffic, isolation, emergencies and supervision.

The current NSW Sawmilling industry Code of Practice commenced on 22 May 2026 and replaced the 1997 code. It covers operations from small bush mills to large automated sawmills, including log handling, sawing, timber handling, treatment and waste management within the sawmill yard. For work outside NSW, use it as useful industry orientation and check the material issued by the regulator for the relevant state or territory.

Main sawmilling hazards

Sawmills combine heavy products, stored energy, sharp cutting plant, vehicles and changing work conditions. The main risks commonly include:

  • contact with blades, in-running parts, conveyors, rollers and chippers
  • crushing or struck-by incidents involving forklifts, loaders, trucks, logs and unstable timber packs
  • unexpected plant start-up during cleaning, clearing jams, adjustment or maintenance
  • slips, trips and falls from yards, platforms, walkways, stairs, ladders or trucks
  • noise, vibration, wood dust, hazardous chemicals and extreme weather
  • hazardous manual tasks when lifting, turning, stacking or strapping timber
  • fire, explosion, pressure equipment and hot work hazards
  • fatigue, remote work, poor communication and psychosocial hazards.

SafeWork NSW identifies the potential for severe and fatal injuries, including amputation, crushing, falls, hearing loss, musculoskeletal disorders and exposure to chemicals, wood dust and weather.

What to sort out before work starts

Walk through the actual work area with operators, maintenance workers, contractors and supervisors. Consultation should also cover other duty holders working on the same matter, so responsibilities, interfaces and controls are coordinated.

Before starting, confirm:

  • the plant, tooling and guarding suit the timber, feed method and intended task
  • emergency stops, interlocks, braking and control devices work as intended
  • an isolation and lockout process covers every energy source and stored energy
  • logs and packs can be received, moved, stacked and dispatched without exposing people
  • mobile plant is fit for the load and terrain, including changed yard conditions, and loads remain within rated limits
  • pedestrian routes, exclusion zones, loading areas and driver communication are clear
  • workers are competent, inducted and supervised for the tasks they will perform
  • first aid, fire controls, emergency communication and rescue arrangements suit the site, including remote work.

Stop and reassess after a change to plant, layout, product, staffing, shift pattern or work method, and after an incident or near miss.

What good controls and documents usually cover

Use the hierarchy of control. Eliminate the exposure where practicable, then use substitution, isolation and engineering controls before relying on procedures and PPE. In practice, this may mean fixed and interlocked guarding, physical separation, automated handling, restrained storage, dust extraction, noise control and safe access.

A site traffic management plan should separate people, plant and products and address marked zones, vehicle routes, parking, loading, pedestrian movement, visibility and communication. Supporting documents commonly include:

  • plant-specific safe operating procedures
  • isolation and lockout procedures
  • inspection, maintenance and defect records
  • induction, competency, training and supervision records
  • hazardous chemical registers and safety data sheets
  • dust and noise controls, monitoring and health-related records where applicable
  • emergency plans, first aid arrangements and incident reporting processes.

Every workplace should have a maintained emergency plan covering response, evacuation, emergency services, medical assistance, communication, testing and worker instruction.

When a SWMS or site-specific document applies

A SWMS is not usually selected merely because work happens at a sawmill. If the job includes construction, installation, demolition or major modification, check whether any task meets the local definition of high risk construction work and requires a SWMS before it starts.

Routine production, maintenance and contractor tasks still need controls suited to the actual site. Depending on the work, that may be documented through a risk assessment, traffic management plan, permit, isolation plan, lift plan, confined space documentation, emergency procedure or task-specific safe work procedure. Local requirements vary, so check current regulator material.

Practical warning signs

Pause the job if guards or interlocks are bypassed, isolation points are unclear, people enter mobile plant zones, logs or packs move unexpectedly, walkways are obstructed, extraction is ineffective, or operators cannot communicate. Repeated jams, improvised tools, overdue maintenance, missing inspections and workers rushing to recover production are also strong signals that controls need review.
