Safety in forest harvesting

Forest harvesting work needs a site-specific safety system that controls falling trees, mobile plant, moving logs, difficult terrain, traffic, fire and changing weather. Before work starts, everyone should understand the harvesting method, site hazards, safe work areas, communication arrangements and emergency response.

The NSW Safety in forest harvesting operations Code of Practice covers native forests, softwood and hardwood plantations, farm forestry, haulage and single-operator post, sleeper and firewood cutting. It is a useful practical reference, but local requirements vary. Check current material from the regulator in the jurisdiction where the work occurs. A national Model Code provides general orientation and is not automatically applicable law in every jurisdiction.

Main hazards in forest harvesting

Conditions can change during a shift as trees are felled, tracks deteriorate, weather moves in or different contractors enter the coupe. Common hazards include:

  • dead, damaged, leaning or hung-up trees and falling limbs
  • people or machines entering tree drop zones and extraction areas
  • chainsaws, winches, cables, grapples, chippers and other plant
  • machine rollover, restricted visibility and interaction between plant, trucks and pedestrians
  • unstable logs during extraction, stacking, loading, restraint and unloading
  • steep, soft, uneven or slippery ground, hidden holes and forest debris
  • unsafe roads, bridges, intersections and public traffic exposure
  • fatigue, remote or isolated work and failed communications
  • bushfire, hot or severe weather, lightning and high winds
  • noise, vibration, hazardous manual tasks, dust, fuels and other chemicals
  • overhead or underground services and unauthorised visitors.

Hazardous trees need particular attention. The NSW Code calls for ongoing assessment of the workplace and individual trees. Confirmed hazardous trees should be identified, their location communicated to affected workers and exclusion from the drop zone maintained where required.

What should be sorted before work starts?

Start with a joint site inspection involving the forest manager or landowner, harvesting contractor, haulage contractor and relevant workers. Consultation matters because several businesses can hold duties and influence the same work at the same time.

Pre-start planning should establish:

  • the harvesting sequence and equipment to be used
  • site boundaries, significant hazards and environmental constraints
  • safe work areas, exclusion zones and separation distances
  • access roads, turning areas, landings, loading zones and driver safe areas
  • competency, induction, supervision and task responsibilities
  • radio channels, call signs, check-in arrangements and loss-of-contact actions
  • first aid resources, emergency contacts, evacuation routes and emergency pickup points
  • forecast weather, fire danger, stop-work conditions and restart authority
  • visitor controls, warning signs and public traffic arrangements.

A current site map is especially useful. It can show harvesting areas, significant hazards, roads, extraction routes, landings and emergency pickup points. Workers should be familiar with it, and relevant location details should be available to emergency services.

What good controls and documents usually cover

The paperwork should match how the operation actually runs. Depending on the work, the document set may include an operational safety plan, harvesting plan, site risk assessment, safe work procedures, plant inspection records, traffic management arrangements, emergency plan, fire management plan, induction records and toolbox talk records.

Effective controls usually address tree assessment, felling direction, escape routes, exclusion zones, safe separation between activities, plant selection, guarding, isolation and maintenance. They should also cover log handling, truck loading, load restraint, road conditions, communication, fatigue, working alone and changing weather.

Landing design deserves early attention. There should be enough room for plant and trucks to enter, turn and leave safely, with separation between loading, stacking, measuring and extraction activities. Driver safe areas, pedestrian access, overhead services, hazardous trees, drainage and chemical storage should also be considered.

Controls must be reviewed when site conditions, equipment, people or work sequencing change. A pre-start completed days earlier is not enough if wind, fire conditions, ground stability or tree condition has materially changed.

When does a SWMS apply?

A safe work method statement is commonly required when road, bridge, structural or other construction activity forms part of the project and that activity meets a prescribed high risk construction work category. Confirm the applicable definition and requirements for the jurisdiction before starting.

For ordinary harvesting activities, the relevant site-specific documents may instead include an operational safety plan, harvesting risk management plan or safe work procedure. The document name is less important than making sure foreseeable hazards, controls, responsibilities, consultation and emergency arrangements are clearly addressed.

Practical warning signs

Stop and reassess when workers cannot confirm the current exclusion zones, hazardous trees are unmarked or uncommunicated, radios do not work, escape routes are obstructed, plant defects remain open, or trucks and people share an uncontrolled landing.

Other warning signs include worsening wind, heat, smoke, fire danger, poor visibility, unstable logs, damaged roads, fatigue, unauthorised entry and pressure to continue after conditions have moved outside the plan. The NSW Code says operations should stop if fire risk cannot be reduced enough for work to continue safely.
