Reinforced plastics work can be completed safely when the materials, process and work area are assessed before work starts. The main priorities are controlling resin and solvent vapours, preventing skin contact, capturing fibres and dust, removing ignition sources, managing cutting and grinding, and preparing for spills or emergencies.
Reinforced plastic is a composite in which resin is combined with reinforcement such as glass fibre. Polyester and vinyl ester resins may contain styrene, while other systems may use epoxy resins, hardeners, catalysts, fillers, pigments and cleaning solvents. Each product and process can present a different risk.
Main hazards
Hazards commonly encountered during fabrication, installation, repair or removal include:
- vapours and fumes from resins, hardeners, catalysts and solvents
- skin or eye contact with uncured chemicals and glass fibres
- airborne fibre and fine dust from trimming, sanding, drilling or grinding
- fire or explosion where flammable vapours meet sparks, flames, hot work or unsuitable electrical equipment
- heat and splash risks during incorrect mixing or an uncontrolled resin reaction
- noise, flying particles, tool kickback and cuts during mechanical finishing
- awkward lifting, repetitive work, slips from spills and poor housekeeping
- increased atmospheric risk when work moves into a tank, pit, duct or other enclosed area.
Strong odour alone is not a reliable measure of exposure. Ventilation and any required exposure assessment should match the product, quantity, work method and location.
What to sort out before work starts
Start with current safety data sheets for every resin, hardener, catalyst, solvent and cleaner. Confirm the proposed mix, application method, curing conditions and manufacturer instructions. Avoid uncontrolled substitutions or improvised mixing ratios.
Consult the workers who will perform the task and inspect the actual work area. Consider who else may be exposed, including nearby trades, occupants, visitors and workers below overhead activities.
Before starting, confirm:
- whether a lower-emission product or safer process can be used
- a designated mixing and application area with suitable ventilation or local exhaust
- safe storage, segregation, labelling and decanting arrangements
- removal or control of ignition sources and incompatible work
- suitable tools, dust extraction and methods that avoid dry dust where practicable
- trained workers, supervision and clear task instructions
- spill containment, first aid, eyewash, fire response and evacuation arrangements
- waste collection and protection of drains, soil and stormwater
- PPE selected for the residual risk, with correct fit, use, cleaning and replacement.
Respiratory protection should follow the safety data sheet and risk assessment. Where tight-fitting respiratory protection is selected, workers need the correct type, fit and facial seal. PPE supports higher-order controls such as substitution, isolation and extraction.
What good controls and documents usually cover
A practical reinforced plastics procedure or task risk assessment should describe the products, work sequence, mixing controls, ventilation, restricted work area, tools, housekeeping, waste, emergency response and supervision. It should also identify the required gloves, eye protection, protective clothing, hearing protection and respiratory protection.
Supporting records commonly include current safety data sheets, a hazardous chemical register where applicable, induction and task training records, equipment inspections, consultation records and any exposure monitoring or health monitoring identified by the risk assessment and current requirements.
Controls should be reviewed when the product, quantity, equipment, ventilation, work location or process changes. A system suitable for open workshop work may be unsuitable inside a vessel or a poorly ventilated room.
When a SWMS or site-specific document applies
A SWMS commonly applies when the activity is construction work and is classified as high risk construction work under the requirements applying at that site. Examples worth checking include work in or near a confined space, work involving a fall risk, structural alteration, or work near powered mobile plant or energised services.
The SWMS should address the high risk construction work and the controls used on that particular job. Other work may still need a task risk assessment, safe work procedure, hot work permit, confined space entry documentation, isolation plan or principal contractor documentation. Confirm the required documents with the site controller before mobilisation.
Warning signs that work should pause
Stop and reassess if there is visible airborne dust, persistent vapour build-up, failed extraction, an unknown chemical mixture, missing labels or safety data sheets, uncontrolled ignition sources, leaking containers, contaminated PPE, workers reporting symptoms, or an unexpected move into an enclosed area. Restart after the changed risk and controls have been addressed and communicated.
