Builders, subcontractors and supervisors should manage psychological health as part of everyday site safety. Identify psychosocial hazards, consult the people doing the work, control risks through job design and site management, provide clear reporting pathways, and check that controls keep working. A policy or occasional toolbox talk should support these measures, not replace them.

Main psychosocial hazards on construction work
Psychosocial hazards are work factors that can cause a harmful psychological response and create a health or safety risk. They may come from work design, systems and management of work, how work is carried out, or workplace interactions.
On building and trade work, common examples include:
- unrealistic deadlines, excessive workloads, long shifts or constant time pressure
- low control over task order, breaks or how work is completed
- unclear roles, changing instructions or conflicting directions from multiple contractors
- poor supervision, support, recognition or communication
- bullying, sexual harassment, aggression, violence or damaging workplace conflict
- remote or isolated work, including working alone or away from normal support
- exposure to serious incidents, injuries or traumatic material
- poor environmental conditions, insecure work arrangements or badly managed change.
These hazards often overlap. For example, a compressed program, labour shortage and unclear handover process can combine to create fatigue, conflict and mistakes.
What to sort out before work starts
Discuss psychological health risks during estimating, mobilisation, pre-start planning and subcontractor coordination. Consultation should involve affected workers and, where applicable, their health and safety representatives. In Victoria, the current Code describes a process of identifying hazards, assessing risk where necessary, controlling risk, and then monitoring and reviewing controls.
Before mobilisation, clarify:
- who controls the program, sequencing, staffing and key interfaces
- whether deadlines, hours, travel and labour levels are realistic
- roles, decision rights, supervision and escalation contacts
- arrangements for isolated work, difficult customers and exposure to aggression
- how workers can report hazards or incidents privately and without delay
- how reports will be assessed, acted on, recorded and followed up.
Principal contractors, builders, labour hire providers and subcontractors should also coordinate where their decisions affect the same people. A subcontractor cannot fix a harmful project schedule alone if the builder controls sequencing and access.
Controls and documents that usually help
Start with the source of the risk. Useful controls may include changing the program, adding resources, improving work allocation, building recovery time into demanding tasks, setting clear roles, providing competent supervisor backup, separating workers from aggressive people, or redesigning an awkward reporting or complaints process.
Information, instruction and training are important, but the Victorian Code places greater emphasis on eliminating the risk where reasonably practicable or reducing it through changes to management, systems, work design, plant or the workplace environment. Controls should be implemented in consultation with affected people, supported with training, maintained and reviewed.
The paperwork should match the work. Depending on the job, this may include:
- a project or site risk register that includes psychosocial hazards
- a WHS management plan or project safety plan
- consultation, pre-start and toolbox records
- fatigue, remote work, aggression or incident response procedures
- clear bullying, harassment, grievance and reporting processes
- action owners, review dates and evidence that controls were completed.
When a safe work method statement (SWMS) or site-specific document applies
Do not decide the paperwork from the hazard label alone. Check whether the planned task is high risk construction work under the rules in the relevant jurisdiction. Where a SWMS is required, include any psychosocial factors that can affect how that work will be carried out safely, such as fatigue, isolation, time pressure, poor coordination or exposure to aggression.
For other work, record significant risks and controls in the site-specific documents that actually govern the job. This might be the project risk assessment, WHS management plan, work procedure, fatigue plan or incident response process. Local requirements vary, so check current regulator material for the state or territory where the work occurs. A national Model Code can provide useful general orientation but is not automatically the applicable law everywhere.
Practical warning signs
Warning signs can include repeated complaints, conflict, near misses, fatigue, errors, absenteeism, turnover, withdrawal, unusual distress, or workers avoiding a task, person or location. Frequent reports can indicate exposure is continuing and controls need review.
Treat patterns as site information, not personal weakness. Check workloads, instructions, work relationships, conditions and supervisory practices. Respond promptly to reports, protect privacy, record actions, and review whether the control changed the work in practice.
