Overhead protective structures: a practical WHS guide

What can go wrong?

The most serious events include falling materials striking people, structural collapse, vehicle impact and contact with overhead or underground services. Risks can also arise from:

  • unstable or unsuitable ground, pits, basements or nearby excavations
  • overloading from stored materials, scaffolds, site sheds or other plant
  • wind, rainwater, poor drainage and changing weather
  • crane flight paths and loads moving above occupied areas
  • restricted sightlines, unsafe pedestrian routes or inadequate vehicle clearance
  • damaged, missing or altered components
  • poor lighting, unsafe wiring, slippery decks and blocked emergency access.

Hazards often interact. A vehicle strike, added load, excavation or unauthorised alteration can change the structural conditions that the original design relied on.

What should be sorted before work starts?

Start with the intended use. Confirm who and what needs protection, where the structure will sit, how long it will remain and whether its deck will support anything. Bring the builder or principal contractor, designer, supplier, installer, relevant subcontractors and the person controlling the workplace into planning early.

The site review should cover ground conditions, underground and overhead services, neighbouring properties, crane movements, deliveries, pedestrians, cyclists, vehicles, emergency access, lighting, drainage and likely changes during the job. Council, road authority, electricity network operator or asset-owner requirements may also need to be resolved before installation.

The structure should be designed for the loads and conditions it will actually face, including permanent, live and wind actions. Proposed scaffolds, sheds, containers, equipment, materials and attachment points need to be disclosed to the designer. Design information, installation instructions and required approvals should be available to the people doing and supervising the work.

What good controls and documents usually cover

A practical control package commonly includes:

  • a documented design and relevant engineering verification
  • drawings, load limits, clearances and restrictions on deck use
  • an installation and dismantling method coordinated with traffic and pedestrian controls
  • exclusion zones and falling-object controls for work above
  • safe access, egress, lighting, signage and emergency arrangements
  • service information and any network-operator advice
  • handover, inspection and maintenance records
  • a process for reporting damage, movement, overloading or unauthorised changes
  • consultation, induction, training and supervision records.

Regular site checks should look for damage, movement, deterioration, missing parts, changed ground conditions, added loads and altered use. Competent-person inspections are also important after installation, at the applicable interval, and after an event that may have affected structural integrity. Changes should be referred back through the design and approval process before work continues.

When does a SWMS or another site document apply?

A SWMS commonly applies when installing, altering, using or dismantling the structure involves high-risk construction work. Depending on the work and jurisdiction, this may include risks involving falls, structural support, energised services, powered mobile plant or work near a road or other traffic corridor. In NSW, principal contractors must ensure a SWMS is prepared for high-risk construction work and take reasonable steps to obtain it and ensure it is followed.

Other site-specific documents may include the WHS management plan, engineering design and certification, traffic or pedestrian management plan, lift plan, electrical network advice, council permit, inspection checklist, handover certificate and emergency arrangements. The documents should match the actual work sequence and site conditions.

Practical warning signs

Stop and escalate concerns if:

  • the structure differs from the approved design
  • load limits are missing or the deck use has changed
  • posts, footings or restraints have moved
  • components are damaged, corroded, loose or missing
  • water is ponding or foundations are being undermined
  • workers are modifying the structure without approval
  • pedestrians, vehicles or emergency routes are forced into unsafe paths
  • an impact, storm, excavation or lifting incident may have affected integrity.
