Fatigue at work should be managed as a safety risk, not left to individual workers to push through. For builders, subcontractors, supervisors and tradies, the practical approach is to plan work so people have a real opportunity to rest, then adjust tasks, hours and supervision when fatigue could affect safe performance.
Fatigue is more than feeling tired. It can impair physical ability, concentration, decisions and emotional control. On a construction site, that impairment can combine badly with mobile plant, driving, work at height, power tools and manual handling.
Main fatigue hazards on construction work
Common contributors include:
- long shifts, overtime, early starts, night work or too little recovery between shifts
- physically demanding work, heat, noise, vibration or uncomfortable conditions
- sustained concentration, repetitive tasks, deadlines and production pressure
- travel time, remote work, call-outs and unplanned roster changes
- poor task design, unsuitable equipment or insufficient staffing
- individual factors that affect sleep or recovery.
These factors often interact. A long shift may become much higher risk when it also involves heat, heavy work and a long drive home. Fatigue-related incidents can include loss of control of plant or vehicles, missed procedures, incorrect PPE use, slips or falls, and lapses in attention.
What to sort out before work starts
Plan fatigue controls with the job, not after someone shows warning signs. Consider the proposed hours, start and finish times, travel, workload, environmental conditions and safety-critical tasks. Check whether different subcontractors' rosters or deadlines could create overlapping demands.
Consult the people doing the work and any health and safety representatives. They can identify actual travel, second jobs, task peaks, poor break arrangements and site conditions that may not be obvious from the program.
Use the normal risk process: identify hazards, assess the risk where needed, put effective controls in place, then maintain and review them. Set clear responsibility for roster checks, work changes, escalation and record keeping.
What good controls and documents usually cover
Fatigue is rarely controlled by one measure. A practical combination may include:
- realistic shift lengths, planned breaks and enough recovery between work periods
- adequate staffing and a process for absences, delays and peak workload
- scheduling complex or high-risk work for periods when alertness is likely to be better
- task rotation and suitable mechanical aids to reduce sustained physical demand
- controls for heat, noise, lighting, amenities and rest areas
- transport or accommodation arrangements for remote, night or emergency work
- a simple process for workers to report fatigue without pressure to continue unsafe work
- authority for supervisors to pause work, reallocate tasks or arrange safe transport.
Supporting documents may include a fatigue risk procedure, roster or hours records, site risk assessment, consultation records, toolbox talk, training records, incident or near-miss review, and actions in the project risk register. Controls should be tested before they are relied on, supported with suitable information, training and instruction, and supervised to confirm they work.
Useful records can include actual hours worked, breaks, travel, hazards identified, consultation, controls, training, review findings and follow-up actions. Keep personal information appropriately and collect only what the process needs.
When a SWMS or site-specific document applies
Fatigue does not usually need a stand-alone SWMS. Check the local construction rules and principal contractor requirements early. If the planned activity requires a SWMS, address fatigue in it where fatigue could change how the work is performed safely, such as during night work, extended shifts, remote work or demanding shutdowns.
For other work, fatigue may sit more naturally in the site risk assessment, project WHS plan, roster controls, daily pre-start or a dedicated fatigue management procedure. The document should match the work and connect to what supervisors and workers actually do on site.
Practical warning signs
Look for changes and patterns rather than waiting for someone to say they are exhausted. Warning signs can include repeated yawning, slow reactions, poor coordination, irritability, unusual silence, forgetfulness, missed steps, minor errors, reduced communication or a near miss late in a shift.
Respond early: stop or change safety-critical work, speak privately with the worker, review the hours and conditions, and arrange a safe recovery or transport option. Also check the system. A warning sign may point to understaffing, unrealistic scheduling, excessive travel or controls that are not being used.
