Falls in housing construction should be managed before anyone works near an edge, opening, incomplete floor, roof or unstable surface. Start by removing the need to work at height where reasonably practicable. Where that cannot be done, plan the work around reliable physical controls, safe access and competent supervision, not last-minute instructions or PPE alone.
Safe Work Australia is a national policy body rather than a WHS regulator. Australian states and territories regulate and enforce WHS or OHS requirements in their jurisdictions. The national Model Code is therefore useful general orientation, but it is not automatically the applicable law everywhere.
Main fall hazards in housing construction
Fall hazards change as a house progresses from excavation and framing through to roofing and finishing. Common examples include:
- open floor edges, balconies, stairwells and voids
- incomplete upper floors and exposed joists
- roof edges, steep or slippery roofs and fragile surfaces
- penetrations, service openings, trenches and excavations
- unstable scaffolds, incomplete platforms or missing guardrails
- ladders used on poor footing or for work better done from a platform
- materials, debris, leads or weather creating slip and trip hazards
- unsafe access between ground, scaffold, floors and roofs.
The Model Code says hazard identification should cover all locations and tasks reasonably likely to cause injury from a fall, including access to and exit from the work area. It highlights edges, openings, surface condition and strength, changes in level and the stability of structures.
What should be sorted before work starts
Walk through the job, drawings and construction sequence with the people who will perform or supervise the work. Identify when edges, voids and roof areas will appear, who will install protection and how long it must remain in place.
Before starting, normally confirm:
- the work sequence and whether components can be prefabricated or assembled on the ground
- safe access and exit for each stage of the build
- scaffold, platform, guardrail or other edge-protection requirements
- how openings and penetrations will be covered or guarded
- surface strength, slope, weather exposure and expected loads
- delivery and storage locations that will not obstruct protected areas
- inspection responsibilities and triggers for reviewing controls
- emergency and rescue arrangements where fall-arrest equipment is used
- consultation, instruction, competency and supervision needs.
The Model Code describes a systematic process: identify hazards, assess risks where necessary, eliminate risks so far as reasonably practicable, apply the most effective reasonably practicable controls through the hierarchy, maintain them and review whether they work.
What good controls and documents usually cover
The most effective approach is to eliminate exposure by working on the ground or from a solid construction where reasonably practicable. The Model Code describes solid construction as having adequate structural support, protected edges and openings, an even negotiable surface and safe entry and exit.
Where work at height remains, suitable arrangements may include properly erected scaffolds, temporary work platforms, perimeter guardrails, covers over openings, catch platforms, work-positioning systems or fall-arrest systems. Selection depends on the task, site and possible fall path.
Restraint techniques should only be used where working from the ground or solid construction, or using a fall-prevention device such as edge protection, is not reasonably practicable. They must not allow the worker to reach a position where a fall can occur.
Supporting documents commonly include a site risk assessment, construction or site safety plan, scaffold handover and inspection records, manufacturer instructions, induction records, toolbox talks and task-specific procedures. These documents should identify responsibilities, controls, inspection points and what must happen when conditions change.
When a SWMS commonly applies
A safe work method statement is required for high risk construction work under the model framework. The Model Code also identifies a written SWMS in its scaffold guidance for work carried out at or above two metres. Local definitions and requirements must be checked with the relevant regulator.
A useful SWMS is specific to the high-risk work and actual site conditions. It should connect the work steps and hazards to the controls that workers will use, and be reviewed when the work, site or controls change. Other site-specific documents may still be appropriate where a SWMS is not required.
Practical warning signs
Stop and reassess the work if:
- guardrails, scaffold components or opening covers have been removed or altered
- workers are standing on open joists or unprotected frames
- access requires climbing over edge protection
- a ladder is being used as the main work platform for an extended task
- wind, rain, mud or loose material has changed the surface conditions
- fall-arrest equipment is present but rescue arrangements are unclear
- the documented method does not match what is happening on site
- nobody can identify who inspected or approved the control.
For roofing work, the Model Code says physical edge protection must be provided so far as reasonably practicable and safe access and exit must be available.
