Hazardous manual handling

Hazardous manual handling is work that uses force to lift, lower, push, pull, carry, move, hold or restrain something and involves risk factors such as repeated force, awkward posture, high force, vibration or an unstable load. On construction sites, the practical priority is to design out the risky handling or reduce the exposure before work begins.

The weight of an item is only part of the picture. A lighter object can still create significant risk when it is difficult to grip, held away from the body, handled repeatedly or moved through a restricted area.

This guide is current as at 14 August 2026. Local WHS and OHS requirements vary, so check current regulator material for the jurisdiction where the work will occur. National Model Codes can provide useful general orientation, but they are not automatically applicable law in every jurisdiction.

Main manual handling hazards on site

Common construction hazards include:

  • repeatedly handling bricks, blocks, bags, tools or fixings
  • carrying plasterboard, windows, doors, formwork or long materials
  • supporting sheets or services while they are fixed overhead
  • pushing loaded trolleys over rough, sloping or obstructed surfaces
  • bending, twisting, crouching, kneeling or reaching for extended periods
  • using vibrating tools or holding powered-tool triggers
  • moving bulky, unstable or difficult-to-grip loads
  • reacting to a load that shifts, jams or moves unexpectedly.

Hazardous manual handling can contribute to musculoskeletal disorders such as sprains, strains, back injuries, joint injuries, nerve problems and chronic pain. Harm may happen suddenly or develop over time through repeated exposure.

What to sort out before work starts

Review the actual task with the workers and subcontractors who will perform it. Look at how the materials arrive, where they will be stored, the route to the workface and how the task fits with other trades.

Before starting, confirm:

  • delivery and storage locations that minimise double handling
  • whether a crane, hoist, forklift, trolley, vacuum lifter or other aid can be used
  • suitable access, lighting, housekeeping and floor conditions
  • the load size, shape, stability and available gripping points
  • working heights and the space available for safe movement
  • the likely force, posture, frequency, duration and vibration exposure
  • staffing, coordination, instruction and supervision arrangements
  • how workers will report discomfort, equipment faults or changing conditions.

Consultation should happen early enough for useful changes to be made. It is much easier to alter packaging, delivery sequence, access or plant selection before materials and trades are already on site.

Good controls and supporting documents

Start by considering whether the hazardous handling can be eliminated. Materials might be delivered directly to the work area, supplied in a different form, prefabricated, mechanically lifted or installed using equipment that removes manual support.

Where elimination is not reasonably practicable, good controls may include:

  • changing the workplace layout or working height
  • reducing load size or improving handles and gripping points
  • using mechanical aids suited to the load and site conditions
  • improving access, surfaces, lighting and storage
  • changing the sequence, pace or duration of the work
  • maintaining lifting aids, trolleys, tools and attachments
  • providing practical instruction, training and supervision.

Information and training support physical and work-design controls. They should explain the actual hazards, controls, equipment and reporting process rather than relying on general lifting advice.

Depending on the job, the controls may be recorded in a hazardous manual handling risk assessment, safe work procedure, lifting plan, pre-start record, site WHS management plan or SWMS. Useful records normally identify the task, risk factors, agreed controls, responsible people, consultation, training and review actions.

When a SWMS or site-specific document applies

A SWMS commonly applies when the manual handling forms part of high risk construction work under the requirements of the relevant jurisdiction. The trigger is the high risk construction activity, not the presence of manual handling by itself.

For example, handling materials may interact with work near a fall risk, powered mobile plant, excavation work or structural alteration. The applicable SWMS should address the high risk construction work and explain how its controls will be implemented, monitored and reviewed.

Where a SWMS is not required, a site-specific risk assessment or safe work procedure may still be appropriate for unusual loads, restricted access, complex coordination, client requirements or changing site conditions.

Practical warning signs

Stop and review the task when:

  • workers report pain, tingling, numbness, stiffness or unusual fatigue
  • the delivered materials differ from what was planned
  • lifting equipment is unavailable, damaged or unsuitable
  • workers improvise carrying routes or manually catch moving loads
  • repeated reaching, twisting or overhead work is increasing
  • time pressure leads to rushing or poor coordination
  • access, weather, housekeeping or ground conditions change
  • an incident, near miss or control failure occurs.

Talk with the people doing the work, correct the problem and record any changed controls. Early discomfort reports and near misses are useful signals for action.
