Commercial driver fatigue should be treated as a work health and safety risk, not simply as a driver's personal responsibility. Builders, transport operators, subcontractors and supervisors should plan work so drivers can obtain adequate sleep, take suitable breaks, report fatigue and stop safely without pressure to meet an unrealistic deadline.

Why fatigue is a serious work risk
Fatigue can reduce judgement, slow reactions and affect vehicle control. It may build gradually, which means a driver can underestimate how impaired they have become.
Common risk factors include:
- long shifts, night work, early starts and irregular rosters
- insufficient or poor-quality sleep
- physically demanding loading, unloading or site work before driving
- long, monotonous routes and extended periods behind the wheel
- heat, vibration, uncomfortable cabins and poor ventilation
- delivery pressure, traffic delays and schedules with no contingency
- second jobs, illness, stress, medication, alcohol or other drugs
- changing between day and night work without enough recovery time.
Work time is broader than time spent driving. It can include loading, unloading, refuelling, vehicle checks, maintenance, paperwork, operating transported plant and discussions about work arrangements. These tasks must be considered when assessing the driver's total workload.
On construction sites, fatigue can combine with reversing vehicles, pedestrians, mobile plant, tight access, unstable ground and changing traffic routes. A tired driver or spotter may miss an exclusion zone, instruction or developing hazard.
What should be sorted before work starts
Before allocating a trip or delivery, the business should:
- identify the driving, site, loading and unloading activities involved
- confirm which fatigue, heavy vehicle, road transport and WHS or OHS requirements apply
- review the driver's recent duties, work hours, rest opportunities and fitness for work
- build realistic travel, queueing, loading, weather and site-delay allowances into the schedule
- nominate suitable rest locations and safe alternatives if the journey cannot continue
- consult drivers and subcontractors about the roster, route and foreseeable difficulties
- define who can change the schedule, provide another driver or arrange accommodation
- confirm site access, traffic controls, delivery windows and communication arrangements.
Drivers should know that reporting fatigue will trigger a practical response. The agreed response may include stopping in a safe place, resting, changing drivers, delaying the delivery or reorganising site activities.
What good controls and documents usually cover
Fatigue should be controlled through work design and supervision, rather than relying only on a driver to self-assess at the end of a long shift.
A fatigue management plan commonly covers trip scheduling, driver rostering, fitness for work, fatigue education, incident management and suitable workplace conditions. Existing procedures may be referenced where they are current, accessible and directly relevant.
Supporting controls and records may include:
- a journey or trip plan with approved changes and contingencies
- work, driving, break and non-work time records
- fit-for-work and escalation procedures
- driver induction, toolbox talks and supervisor training
- vehicle inspection and cabin maintenance records
- site traffic management and delivery procedures
- hazard, near-miss, incident and corrective-action records.
Schedules should allow genuine opportunities for rest and should not reward rushing. The same fatigue planning should extend to casual, relief and subcontracted drivers. Training should include drivers, contractors, managers and supervisors so each person understands the plan, warning signs and required response.
When a SWMS or site-specific document commonly applies
Driving or delivering materials does not automatically require a separate SWMS. A SWMS commonly applies when the vehicle activity forms part of high risk construction work under the requirements applying in that jurisdiction, such as relevant work on or near an active road or work in an area where powered mobile plant is moving.
The SWMS should address the specific high risk construction work and its vehicle interfaces. Broader fatigue controls may sit in a fatigue management plan, journey plan, traffic management plan, delivery procedure or site risk assessment. These documents should agree on responsibilities, exclusion zones, communication, scheduling and stop-work arrangements.
Practical warning signs
Warning signs can include:
- difficulty keeping the eyes open, blurred vision or frequent yawning
- head nodding or repeatedly drifting out of the lane
- poor concentration, missed signs or forgotten sections of the trip
- delayed decisions, increased errors or irritability
- not feeling refreshed after sleep or needing unusually frequent naps.
A driver showing these signs should stop in a safe location and follow the fatigue response procedure. Radio, open windows, air conditioning or stimulants do not remove the need for sleep.
