Good WHS communication means making sure people understand the hazards, controls and instructions that affect their work. Handing out an English document or asking someone to sign an induction is not enough if the worker cannot confidently understand and apply the information.
Before work starts, identify the languages used by the crew, consider speaking and reading abilities, select suitable communication methods and check understanding. Plain language, demonstrations, diagrams, translated material and competent language support can all help.
Why communication failures create risk
Language and literacy differences are not hazards by themselves. The risk arises when important information is misunderstood, incomplete or never raised.
On a building site, poor communication can contribute to workers:
- entering exclusion zones or moving-plant areas
- misunderstanding isolation, electrical or work-at-height controls
- using tools, chemicals or personal protective equipment incorrectly
- missing emergency alarms, evacuation instructions or safety signs
- continuing after conditions or agreed work methods change
- staying silent about hazards, defects, incidents or near misses.
Cultural factors can also affect consultation. Some workers may be uncomfortable questioning a supervisor, admitting they do not understand, or reporting a problem. Supervisors need to create a clear expectation that speaking up is part of working safely.
What to sort out before work starts
Build a practical language profile for the workforce. Record preferred spoken and written languages, relevant literacy needs and the communication support people require. Focus on language needs rather than assumptions based on nationality.
Then consider the work, its hazards and the consequences of misunderstanding. A low-risk housekeeping message may need a different approach from an emergency procedure, confined-space instruction or change to a critical control.
Before mobilisation or induction, decide:
- who will explain the work and verify understanding
- whether translated information or an interpreter is needed
- which diagrams, photographs or demonstrations will be used
- how workers can ask questions or report concerns
- how briefings, consultation, training and competency checks will be recorded.
Update these arrangements when the crew, work sequence, plant, site layout or risk profile changes.
What good controls and documents usually cover
Communication measures support risk controls; they do not replace elimination, isolation, engineering controls or other effective control measures. Safety signs also need to be consistent, understood and supported by instruction.
Useful site arrangements commonly include:
- face-to-face induction with demonstrations and time for questions
- plain-language procedures supported by pictures or diagrams
- translated critical information where appropriate
- competent interpreters for complex or high-consequence discussions
- agreed common words for stop, emergency, isolate, evacuate and key site areas
- toolbox talks, pre-starts and change briefings in forms the crew understands
- a show-back or demonstration, rather than relying only on “Do you understand?”
- records of consultation, attendance, training and confirmed competency.
Relevant documents may include the site induction, emergency plan, traffic management arrangements, safe operating procedures, permits, safety data sheets, incident-reporting process and a documented communication plan.
Multilingual workers can help with straightforward communication when they are willing, suitable and supported. Their role should be agreed with the workers involved and should not be confused with the responsibilities of supervisors, employers or elected health and safety representatives.
When a SWMS or site-specific document applies
Check local construction requirements to confirm whether the work requires a safe work method statement, particularly where it may be classed as high risk construction work. Local terminology and requirements vary.
Where a SWMS applies, every affected worker needs to understand the relevant work steps, hazards, controls, responsibilities and conditions for stopping work. Use demonstrations, diagrams, translated support or interpreting where needed. Consultation and briefing records should show how understanding was confirmed.
A SWMS may need to be supported by site-specific documents such as permits, lift plans, isolation procedures, rescue plans, traffic controls or task instructions. Rebrief the crew when the work or conditions change.
Practical warning signs
Review communication arrangements if workers copy others without being able to explain the controls, nod through briefings, sign documents unusually quickly or cannot identify emergency actions.
Other warning signs include repeated mistakes, inconsistent hand signals, untranslated changes pinned to a noticeboard, family or untrained co-workers interpreting complex information, and supervisors relying entirely on written English.
